Hak sahiplerine sat\u0131n alma ve kat kar\u015f\u0131l\u0131\u011f\u0131 se\u00e7enekleri sunulurken; kira, ta\u015f\u0131nma ve sosyal konut deste\u011fi de sa\u011flan\u0131yor. Ama\u00e7, can ve mal g\u00fcvenli\u011fini g\u00f6zeterek s\u00fcreci ma\u011fduriyet olu\u015fturmadan tamamlamak.<\/p>\n<p>\u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi, Buca ve Bornova\u2019y\u0131 birbirine ba\u011flayarak kent trafi\u011fine nefes ald\u0131racak Buca Onat T\u00fcneli \u00e7al\u0131\u015fmalar\u0131n\u0131 s\u00fcrd\u00fcr\u00fcyor. T\u00fcrkiye\u2019nin belediye kaynaklar\u0131yla yap\u0131lan en uzun karayolu t\u00fcneli olacak Buca Onat T\u00fcneli\u2019nin etkile\u015fim alan\u0131nda yer alan ve riskli oldu\u011fu tespit edilen yap\u0131lar\u0131n g\u00fcvenli \u015fekilde tahliye edilmesi ve yurtta\u015flar\u0131n ma\u011fduriyet ya\u015famamas\u0131 i\u00e7in uzla\u015fma ve sat\u0131n alma s\u00fcre\u00e7leri sosyal belediyecilik anlay\u0131\u015f\u0131yla, yasalar\u0131n \u00f6ng\u00f6rd\u00fc\u011f\u00fc s\u0131n\u0131rlar i\u00e7inde diyalogla, \u015feffaf ve h\u0131zl\u0131 bir \u015fekilde y\u00fcr\u00fct\u00fcyor.<\/p>\n<p><strong>\u00dc\u00e7 se\u00e7enek sunuluyor<\/strong><\/p>\n<p>Haz\u0131rlanan program kapsam\u0131nda hak sahiplerine farkl\u0131 se\u00e7enekler ve g\u00fc\u00e7l\u00fc destekler sunuluyor. Evini ya da i\u015f yerini tahliye eden hak sahiplerinin arsa ve yap\u0131s\u0131 belediye taraf\u0131ndan g\u00fcncel bedelle sat\u0131n al\u0131nabiliyor. Uzla\u015f\u0131 sa\u011fland\u0131ktan sonra sat\u0131n alma i\u015flemi ger\u00e7ekle\u015ftiriliyor. Binan\u0131n tamamen bo\u015falt\u0131lmas\u0131n\u0131n ard\u0131ndan y\u0131k\u0131m i\u015flemi yap\u0131l\u0131yor.\u00a0 Hak sahibinin talep etmesi durumunda sadece yap\u0131n\u0131n sat\u0131n al\u0131nmas\u0131 ve m\u00fclkiyet hakk\u0131n\u0131n korunmas\u0131 da m\u00fcmk\u00fcn oluyor. Ayr\u0131ca vatanda\u015flara kat kar\u015f\u0131l\u0131\u011f\u0131 s\u00f6zle\u015fme modeli \u00f6nerisi de sunuluyor. Bu s\u00fcre\u00e7te kira yard\u0131m\u0131, ta\u015f\u0131nma deste\u011fi veriliyor. Zemin analizlerinin yap\u0131la\u015fmaya uygun \u00e7\u0131kmamas\u0131 durumunda\u00a0 hak sahiplerine belediyenin m\u00fclkiyetindeki ba\u015fka alanlarda yer alan mevcut veya yeni yap\u0131lacak konut ve i\u015f yerleri teklif ediliyor. Bu se\u00e7enekleri kabul etmeyen hak sahipleri isterlerse arsa ve yap\u0131lar\u0131n\u0131n g\u00fcncel bedelle sat\u0131n al\u0131nmas\u0131n\u0131 talep edebiliyor. Konut veya i\u015f yerini satmak ya da kat kar\u015f\u0131l\u0131\u011f\u0131 anla\u015fma yapmak istemeyen hak sahipleri de destek kapsam\u0131na al\u0131nd\u0131. Bu durumda olanlara bir y\u0131l s\u00fcreyle 2026 i\u00e7in belirlenen ayl\u0131k 30 bin TL kira deste\u011fi ile tek sefer 25 bin TL ta\u015f\u0131nma yard\u0131m\u0131 sa\u011flan\u0131yor.<\/p>\n<p><strong>Neler yap\u0131l\u0131yor?<\/strong><\/p>\n<p>\u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi Emlak \u015eube M\u00fcd\u00fcr\u00fc Ayta\u00e7 Ko\u00e7ak, t\u00fcnel in\u015faat sahas\u0131nda hasar tespiti yap\u0131lan ta\u015f\u0131nmazlarla ilgili teknik incelemelerin tamamland\u0131\u011f\u0131n\u0131 ve hak sahiplerinin haklar\u0131n\u0131 korumaya y\u00f6nelik bir uygulama modeli haz\u0131rland\u0131\u011f\u0131n\u0131 belirtti. Belediye Meclisi\u2019nce onaylanan esaslar\u0131n uzla\u015fma g\u00f6r\u00fc\u015fmelerine temel olu\u015fturdu\u011funu ifade eden Ko\u00e7ak, ama\u00e7lar\u0131n\u0131n idari yoldan h\u0131zl\u0131 ve adil \u00e7\u00f6z\u00fcm \u00fcretmek oldu\u011funu s\u00f6yledi. Ko\u00e7ak, yeni uygulama kapsam\u0131ndaki yol haritas\u0131n\u0131 \u015f\u00f6yle s\u0131ralad\u0131:<\/p>\n<p>\u201cHasarl\u0131 yap\u0131lar i\u00e7in g\u00fcncel piyasa ko\u015fullar\u0131na g\u00f6re ta\u015f\u0131nmaz de\u011ferlemesi yap\u0131l\u0131yor; uzla\u015fma ve protokolle hak sahiplerinin s\u00fcre\u00e7leri h\u0131zla tamamlan\u0131yor; tahliye edilen vatanda\u015flara kira ve bar\u0131nma deste\u011fi sa\u011flan\u0131yor; ayr\u0131ca her parsel i\u00e7in birebir teknik bilgilendirme deste\u011fi veriliyor. Belirlenen bu esaslar do\u011frultusunda, her bir hak sahibiyle g\u00f6r\u00fc\u015fmelerimizi ivedilikle ger\u00e7ekle\u015ftiriyoruz. Teknik ekiplerimizin raporlar\u0131 ve meclis karar\u0131m\u0131z do\u011frultusunda, vatanda\u015flar\u0131m\u0131z\u0131n m\u00fclkiyet haklar\u0131n\u0131 koruyarak bu s\u00fcreci en k\u0131sa s\u00fcrede tamamlamay\u0131 hedefliyoruz. Birebir teknik destek sunuluyor. Meclis karar\u0131 do\u011frultusunda belediyemizce uzla\u015fma sa\u011flanan ve tahliye edilen binalarda ya\u015fayan vatanda\u015flar\u0131n bar\u0131nma ihtiya\u00e7lar\u0131 i\u00e7in sa\u011flanan destekler, m\u00fclkiyet sorunu kal\u0131c\u0131 olarak \u00e7\u00f6z\u00fclene kadar devam edecektir.\u201d<\/p>\n<p><strong>\u00a0\u201cTapu ba\u015fvurular\u0131n\u0131 vatanda\u015f yap\u0131yor\u201d<\/strong><\/p>\n<p>Ko\u00e7ak, \u201cVatanda\u015flar isterlerse ta\u015f\u0131nmazlar\u0131n\u0131n tamam\u0131n\u0131 ya da yaln\u0131zca zemin \u00fcst\u00fc k\u0131sm\u0131n\u0131 belediyeye devredebiliyor. S\u00fcreci devam ettirmek isteyen vatanda\u015flar tapu ba\u015fvurular\u0131n\u0131 kendisi yap\u0131yor. Ayr\u0131ca destek paketi kapsam\u0131nda ta\u015f\u0131nma yard\u0131m\u0131 sa\u011flan\u0131yor. 2026 y\u0131l\u0131 itibar\u0131yla ayl\u0131k 30 bin lira olan kira deste\u011fi ise her y\u0131l g\u00fcncellenerek \u00f6deniyor. S\u00fcreci tamamen yurtta\u015flar\u0131m\u0131z\u0131n insiyatifi ve onay\u0131yla y\u00fcr\u00fct\u00fcyoruz. \u00d6nceli\u011fimiz can ve mal g\u00fcvenli\u011fi. Yurtta\u015flar\u0131m\u0131z\u0131 h\u0131zl\u0131 bir \u015fekilde b\u00f6lgeden sa\u011fl\u0131kl\u0131 yerlere nakletmek istiyoruz\u201d dedi.<\/p>\n<p><strong>Zemin et\u00fcd\u00fcne g\u00f6re se\u00e7enek<\/strong><\/p>\n<p>Kat kar\u015f\u0131l\u0131\u011f\u0131 se\u00e7ene\u011finin, yap\u0131lacak zemin et\u00fctleri sonucunda alan\u0131n in\u015faata uygun bulunmas\u0131 halinde uygulanaca\u011f\u0131n\u0131 belirten Ko\u00e7ak, uygunluk sa\u011flanamazsa belediyeye ait ba\u015fka bir ta\u015f\u0131nmaz\u0131n de\u011ferlendirilebilece\u011fini s\u00f6yledi. Bunun da m\u00fcmk\u00fcn olmamas\u0131 durumunda ta\u015f\u0131nmazlar\u0131n g\u00fcncel piyasa de\u011feri \u00fczerinden sat\u0131n al\u0131naca\u011f\u0131n\u0131 ifade eden Ko\u00e7ak, \u201cBu kapsamda belediyemizce \u00f6denen bedeller g\u00fcncel oldu\u011fundan herhangi bir ma\u011fduriyet olu\u015fmayacakt\u0131r. Kat kar\u015f\u0131l\u0131\u011f\u0131 se\u00e7ene\u011finde daire teslime edilene kadar kira yard\u0131m\u0131, dileyen vatanda\u015flar\u0131m\u0131za da sosyal konutlardan faydalanma imkan\u0131 sunulmaktad\u0131r\u201d \u00a0dedi.<\/p>\n<p><strong>Sosyal destekler s\u00fcr\u00fcyor<\/strong><\/p>\n<p>\u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi, Buca Onat T\u00fcneli\u2019nin yap\u0131m s\u00fcrecinde teknik \u00e7al\u0131\u015fmalar\u0131n yan\u0131 s\u0131ra sosyal desteklerini de s\u00fcrd\u00fcr\u00fcyor. Sosyal Hizmetler Dairesi Ba\u015fkanl\u0131\u011f\u0131\u2019nda g\u00f6revli Cem Yavuz Kaplan, b\u00f6lge halk\u0131n\u0131n ihtiya\u00e7lar\u0131 do\u011frultusunda ta\u015f\u0131nma ve kira yard\u0131m\u0131 sa\u011fland\u0131\u011f\u0131n\u0131 belirtti. Kaplan\u2019\u0131n verdi\u011fi bilgilere g\u00f6re 2025 y\u0131l\u0131nda 40 vatanda\u015fa yakla\u015f\u0131k 1 milyon lira ta\u015f\u0131nma yard\u0131m\u0131 yap\u0131l\u0131rken, 2026\u2019da 19 vatanda\u015fa 475 bin lira destek verildi.
