Yakla\u015f\u0131k 8 saat s\u00fcren panelde \u0130zmir\u2019in su y\u00f6netim politikalar\u0131ndan deniz suyu ar\u0131tma teknolojilerine, su kuyular\u0131ndan dere y\u00f6netimine kadar pek \u00e7ok konu ele al\u0131nd\u0131.<\/p>\n<p>\u0130ZSU Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc ile \u0130zmir Y\u00fcksek Teknoloji Enstit\u00fcs\u00fc i\u015f birli\u011finde, Avrupa Birli\u011fi finansman\u0131yla y\u00fcr\u00fct\u00fclen \u201cDijital D\u00fcnyada \u0130klim De\u011fi\u015fikli\u011fi \u0130\u00e7in Kentsel Yeralt\u0131 Suyu S\u00fcrd\u00fcr\u00fclebilirli\u011fi\u201d projesi kapsam\u0131nda \u0130zmir\u2019in su kaynaklar\u0131, k\u0131y\u0131 b\u00f6lgelerinde artan tuzlanma riski, yeralt\u0131 sular\u0131n\u0131n izlenmesi ve alternatif su \u00fcretim y\u00f6ntemleri bilim insanlar\u0131 ve uzmanlar taraf\u0131ndan ele al\u0131nd\u0131. Tarihi Havagaz\u0131 Fabrikas\u0131\u2019nda d\u00fczenlenen panelin ilk oturumunun moderat\u00f6rl\u00fc\u011f\u00fcn\u00fc Prof. Dr. Koray Velibeyo\u011flu, ikinci oturumun moderat\u00f6rl\u00fc\u011f\u00fcn\u00fc ise Prof. Dr. Alper Baba \u00fcstlendi. Birinci oturumda \u0130zmir\u2019in su durumu ve tuzlanma ba\u015fl\u0131klar\u0131 masaya yat\u0131r\u0131l\u0131rken, ikinci oturumda kentsel drenaj ve metropollerde su y\u00f6netimi tart\u0131\u015f\u0131ld\u0131.<\/p>\n<p><strong>Erdo\u011fan: Barajlardaki tablo hi\u00e7 bu kadar k\u00f6t\u00fc olmam\u0131\u015ft\u0131<\/strong><\/p>\n<p>\u0130ZSU Genel M\u00fcd\u00fcr\u00fc G\u00fcrkan Erdo\u011fan, birinci oturumun a\u00e7\u0131l\u0131\u015f konu\u015fmas\u0131nda iklim krizinin su kaynaklar\u0131 \u00fczerindeki etkisine dikkat \u00e7ekti. Erdo\u011fan, \u201cEkim, kas\u0131m ve aral\u0131k aylar\u0131nda \u0130zmir\u2019e bekledi\u011fimiz ya\u011f\u0131\u015flar gelmemi\u015fti. Kay\u0131tlar\u0131n tutulmaya ba\u015fland\u0131\u011f\u0131 1998 y\u0131l\u0131ndan bu yana hi\u00e7bir d\u00f6nemde bu \u00fc\u00e7 aydaki gibi d\u00fc\u015f\u00fck ya\u011f\u0131\u015f g\u00f6r\u00fclmemi\u015f. Bu nedenle y\u0131lba\u015f\u0131 gecesi su arz\u0131n\u0131 sa\u011flamakta \u00e7ok zorluk \u00e7ektik. Ancak ald\u0131\u011f\u0131m\u0131z tedbirler ve yeni su kaynaklar\u0131n\u0131 devreye alarak kentin su arz\u0131n\u0131 sa\u011flad\u0131k. 3 Ocak itibariyle ya\u011f\u0131\u015flar ba\u015flad\u0131 ve barajlarda tablo de\u011fi\u015fmeye ba\u015flad\u0131\u201d dedi.<\/p>\n<p><strong>\u201c\u0130zmir\u2019in i\u00e7me suyunun y\u00fczde 60\u2019\u0131 kuyulardan sa\u011flan\u0131yor\u201d<\/strong><\/p>\n<p>Erdo\u011fan, \u0130zmir\u2019in su temininin T\u00fcrkiye\u2019nin di\u011fer b\u00fcy\u00fck kentlerinden farkl\u0131 oldu\u011funu belirterek \u201c\u0130stanbul\u2019da suyun y\u00fczde 98\u2019i, Ankara\u2019da y\u00fczde 99\u2019u barajlardan sa\u011flan\u0131rken, \u0130zmir\u2019de suyun yakla\u015f\u0131k y\u00fczde 60\u2019\u0131 kuyulardan, y\u00fczde 40\u2019\u0131 barajlardan geliyor. \u0130zmir genelinde yakla\u015f\u0131k 1600 kuyu bulunuyor. K\u0131y\u0131 akiferlerinde tuzlanma riski ta\u015f\u0131yan 318 kuyu ise 11 k\u0131y\u0131 il\u00e7esinde yer al\u0131yor. Deniz suyu ar\u0131tman\u0131n maliyetinin tuzlu yeralt\u0131 suyu ar\u0131tmaya g\u00f6re yakla\u015f\u0131k 3 kat daha y\u00fcksek oldu\u011fu biliniyor. Bu nedenle k\u0131y\u0131 akiferlerinde tuzlanma izleme ve tuzlu yeralt\u0131 suyuna y\u00f6nelik pilot ar\u0131tma tesisi yakla\u015f\u0131m\u0131 \u00f6ne \u00e7\u0131k\u0131yor. Bu projeyi bu nedenle kurum olarak \u00e7ok \u00f6nemsiyoruz\u201d diye konu\u015ftu.<\/p>\n<p><strong>Prof. Dr. Orhan G\u00fcnd\u00fcz: \u0130zleme karar kalitesini art\u0131r\u0131r<\/strong><\/p>\n<p>\u0130YTE \u00c7evre M\u00fchendisli\u011fi \u00f6\u011fretim \u00fcyesi Prof. Dr. Orhan G\u00fcnd\u00fcz, as\u0131l m\u00fcdahale alan\u0131n\u0131n a\u015f\u0131r\u0131 yeralt\u0131 suyu \u00e7ekimlerinin azalt\u0131lmas\u0131 oldu\u011funu s\u00f6yledi. Tuzlanm\u0131\u015f sular\u0131n \u201ckullan\u0131labilir hale getirilebilece\u011fini\u201d belirten G\u00fcnd\u00fcz, ters ozmoz gibi teknolojilerle ar\u0131t\u0131m\u0131n m\u00fcmk\u00fcn oldu\u011funu, ancak enerji, i\u015fletme ve at\u0131k (konsantre) y\u00f6netimi gibi ba\u015fl\u0131klarda planlama gerekti\u011fini vurgulad\u0131.<\/p>\n<p>G\u00fcnd\u00fcz, \u201cTuzlanm\u0131\u015f yeralt\u0131 sular\u0131 ve\/veya deniz suyu, k\u0131y\u0131 yerle\u015fimlerinin ihtiyac\u0131nda kullan\u0131labilir. \u0130lk yat\u0131r\u0131m ve i\u015fletme maliyetleri y\u00fcksek olsa da kaynak \u00e7e\u015fitlendirmede \u00f6nemlidir\u201d dedi.<\/p>\n<p><strong>Prof. Dr. M. Tolga Esetlili, \u201cTar\u0131msal Sulamada Tuzlanman\u0131n Etkisi\u201d ba\u015fl\u0131kl\u0131 sunumunda tuzlanman\u0131n tar\u0131msal \u00fcretimi do\u011frudan etkiledi\u011fini anlatt\u0131. Esetlili; iklim de\u011fi\u015fikli\u011fiyle birlikte \u00e7ift\u00e7inin verimi korumak i\u00e7in g\u00fcbre kullan\u0131m\u0131na y\u00f6neldi\u011fini, g\u00fcbre ve toprak uygulamalar\u0131n\u0131n zamanla tabana s\u00fcz\u00fclerek yeralt\u0131 sular\u0131na ula\u015fabildi\u011fini belirtti. Esetlili, salma sulama gibi y\u00f6ntemlerin terk edilmesi gerekti\u011fini vurgulayarak, bas\u0131n\u00e7l\u0131 sulama sistemlerine ge\u00e7i\u015f ve sulama altyap\u0131s\u0131n\u0131n iyile\u015ftirilmesi \u00e7a\u011fr\u0131s\u0131 yapt\u0131. Tuzlu topraklarda kimyasal\/iyile\u015ftirici uygulamalar, mal\u00e7lama, ye\u015fil g\u00fcbreleme ve organik madde y\u00f6netimi gibi yakla\u015f\u0131mlar\u0131n da g\u00fcndeme al\u0131nmas\u0131 gerekti\u011fini belirten Esetlili, \u201cTuzlanma yaln\u0131zca su kalitesi sorunu de\u011fil; toprak-su-ekosistemleri birlikte y\u00f6netilmesi gereken bir s\u00fcre\u00e7\u201d dedi.<\/p>\n<p><strong>\u0130kinci oturum: Kentsel drenaj ve metropollerde su y\u00f6netimi<\/strong><\/p>\n<p>Panelin ikinci oturumunda Dokuz Eyl\u00fcl \u00dcniversitesi \u0130n\u015faat M\u00fchendisli\u011fi B\u00f6l\u00fcm\u00fc \u00f6\u011fretim \u00fcyesi Prof. Dr. Okan F\u0131st\u0131ko\u011flu \u201cKentsel Drenaj ve \u0130zmir\u201d ba\u015fl\u0131\u011f\u0131nda; ya\u011fmur suyu y\u00f6netimi, altyap\u0131 planlamas\u0131 ve ta\u015fk\u0131n riskleri \u00fczerinden de\u011ferlendirmelerde bulundu. Prof. Dr. Okan F\u0131st\u0131ko\u011flu, iklim de\u011fi\u015fikli\u011fi nedeniyle ya\u011f\u0131\u015flar\u0131n \u015fiddeti ve tekrar periyotlar\u0131nda \u00f6nemli de\u011fi\u015fimler ya\u015fand\u0131\u011f\u0131n\u0131 belirterek, \u201c\u0130klim modellerine dayanarak \u0130zmir i\u00e7in yapt\u0131\u011f\u0131m\u0131z \u00e7al\u0131\u015fmada ya\u011f\u0131\u015f tekrar s\u00fcrelerinin h\u0131zla de\u011fi\u015fti\u011fini g\u00f6r\u00fcyoruz. Ya\u011f\u0131\u015flarda y\u00fczde 12-13\u2019l\u00fck bir art\u0131\u015f bile tasar\u0131m de\u011ferlerini ciddi \u015fekilde de\u011fi\u015ftiriyor. Bug\u00fcn 100 y\u0131ll\u0131k ya\u011f\u0131\u015fa g\u00f6re boyutland\u0131rd\u0131\u011f\u0131m\u0131z bir altyap\u0131 sistemi, 200 y\u0131ll\u0131k ya\u011f\u0131\u015fla kar\u015f\u0131la\u015fabiliyor. \u0130zmir\u2019de mevcut hidrolojik sisteme bakt\u0131\u011f\u0131m\u0131z zaman kurak d\u00f6nemlerde sistem daha \u00e7ok at\u0131k su sistemi gibi \u00e7al\u0131\u015f\u0131yor. Ya\u011f\u0131\u015fl\u0131 d\u00f6nemlerde ise \u00e7at\u0131 ve parsel sular\u0131n\u0131n da sisteme girmesiyle birlikte ya\u011fmur suyu etkisi art\u0131yor. Hatta baz\u0131 durumlarda derelerden ve drenaj hatlar\u0131ndan suyu tahliye etmek zorunda kal\u0131yoruz. \u00c7\u00fcnk\u00fc kent yerle\u015fimi zaman i\u00e7inde do\u011fal dere yataklar\u0131yla i\u00e7 i\u00e7e geli\u015fmi\u015f durumda\u201d \u015feklinde konu\u015ftu.<\/p>\n<p>F\u0131st\u0131ko\u011flu, \u201cBiz asl\u0131nda at\u0131k su sistemi tasarlam\u0131\u015f\u0131z ama zaman i\u00e7inde i\u00e7ine ya\u011fmur suyu da girmi\u015f. Ya\u011f\u0131\u015fl\u0131 d\u00f6nemlerde sistemde ciddi debi art\u0131\u015flar\u0131 ya\u015fan\u0131yor. Bu nedenle ya\u011fmur suyu ve at\u0131k su sistemlerinin birlikte de\u011ferlendirilmesi ve gerekli \u00f6nlemlerin al\u0131nmas\u0131 gerekiyor. Ancak kent b\u00fcy\u00fck, n\u00fcfus yo\u011fun ve altyap\u0131n\u0131n tamam\u0131n\u0131 k\u0131sa s\u00fcrede yenilemek kolay de\u011fil\u201d dedi.<\/p>\n<p><strong>\u015eim\u015fek: \u0130klim de\u011fi\u015fikli\u011finin etkilerini art\u0131k g\u00f6zlemliyoruz<\/strong><\/p>\n<p>Dokuz Eyl\u00fcl \u00dcniversitesi\u2019nden Hidrojeoloji (yer alt\u0131 suyu) Uzman\u0131 Prof. Dr. Celalettin \u015eim\u015fek ise \u201cMetropollerde Su Y\u00f6netimi\u201d ba\u015fl\u0131\u011f\u0131yla; b\u00fcy\u00fck\u015fehirlerde artan n\u00fcfus, iklim etkileri ve veri temelli y\u00f6netim gereklili\u011fi \u00fczerine g\u00f6r\u00fc\u015flerini payla\u015ft\u0131. Celalettin \u015eim\u015fek, k\u00fcresel iklim de\u011fi\u015fikli\u011finin art\u0131k \u00f6l\u00e7\u00fclebilir etkiler g\u00f6stermeye ba\u015flad\u0131\u011f\u0131n\u0131 belirterek son y\u0131llardaki s\u0131cakl\u0131k art\u0131\u015flar\u0131na dikkat \u00e7ekti. \u015eim\u015fek konu\u015fmas\u0131nda, \u201c\u0130klim de\u011fi\u015firken d\u00fcnya n\u00fcfusu da h\u0131zla art\u0131yor. Bu da kullan\u0131labilir su miktar\u0131n\u0131n ki\u015fi ba\u015f\u0131na azalmas\u0131na neden oluyor. 2050 y\u0131l\u0131nda d\u00fcnya n\u00fcfusunun yakla\u015f\u0131k 9,2 milyara ula\u015fmas\u0131 bekleniyor. Bu kadar insan\u0131n su ihtiyac\u0131n\u0131 kar\u015f\u0131lamak giderek daha zor hale geliyor\u201d ifadelerini kulland\u0131.<\/p>\n<p>\u015eim\u015fek, k\u00fcresel \u00f6l\u00e7ekte su krizinin giderek b\u00fcy\u00fcd\u00fc\u011f\u00fcn\u00fc vurgulayarak \u015fu de\u011ferlendirmede bulundu: \u201cBug\u00fcn bile d\u00fcnyada yakla\u015f\u0131k 3 milyar insan suya eri\u015fimde ciddi s\u0131k\u0131nt\u0131lar ya\u015f\u0131yor. \u00d6zellikle b\u00fcy\u00fck \u015fehirlerde su y\u00f6netimi giderek daha kritik bir konu haline geliyor. Ayn\u0131 zamanda altyap\u0131 yetersizli\u011fi de su y\u00f6netimini zorla\u015ft\u0131ran \u00f6nemli bir sorun olarak kar\u015f\u0131m\u0131za \u00e7\u0131k\u0131yor. \u015eehirlerde ve metropollerde su y\u00f6netimini \u00e7ok daha do\u011fru yapmak zorunday\u0131z. Ancak ge\u00e7mi\u015ften bug\u00fcne bakt\u0131\u011f\u0131m\u0131zda bir\u00e7ok yerde bu konular yeterince dikkate al\u0131nmadan \u015fehirler b\u00fcy\u00fcd\u00fc. Bug\u00fcn geriye d\u00f6n\u00fcp bunlar\u0131 d\u00fczeltmek olduk\u00e7a zor ve maliyetli. Ge\u00e7mi\u015fte yap\u0131lan hatalar\u0131 d\u00fczeltmek kolay de\u011fil. Ama bundan sonra yap\u0131lacak yeni yerle\u015fim alanlar\u0131nda su y\u00f6netimini mutlaka planlaman\u0131n bir par\u00e7as\u0131 haline getirmemiz gerekiyor.\u201d<\/p>\n<p><strong>Su tasarrufu, kay\u0131p-ka\u00e7ak ve \u00f6nlemler: 8 ayda 14,2 milyon m\u00b3<\/strong><\/p>\n<p>Panelde, \u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi ve \u0130ZSU\u2019nun kurakl\u0131k d\u00f6neminde uygulad\u0131\u011f\u0131 tedbirlere ili\u015fkin veriler de payla\u015f\u0131ld\u0131. Sunumlarda; planl\u0131 ve d\u00f6n\u00fc\u015f\u00fcml\u00fc 23.00\u201305.00 saatleri aras\u0131 kesintiler, park-bah\u00e7e aboneliklerinin iptali ve kademe sistemi gibi ba\u015fl\u0131klar an\u0131msat\u0131l\u0131rken, 8 ayda toplam 14,2 milyon m\u00b3 su tasarrufu sa\u011fland\u0131\u011f\u0131 bilgisi aktar\u0131ld\u0131.
