Rapora g\u00f6re; \u0130zmir, konut harcamalar\u0131nda \u0130stanbul\u2019un ard\u0131ndan T\u00fcrkiye\u2019nin en pahal\u0131 ikinci ili olurken, baz\u0131 il\u00e7elerde kiralar son yedi y\u0131lda 20 kat\u0131n \u00fczerine \u00e7\u0131kt\u0131.\u00a0<\/p>\n<p>\u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi \u00e7at\u0131s\u0131 alt\u0131nda, daha adil, e\u015fit ve kapsay\u0131c\u0131 bir kent i\u00e7in \u00e7al\u0131\u015fmalar y\u00fcr\u00fcten ve gelece\u011fe y\u00f6nelik vizyon olu\u015fturan \u0130zmir Planlama Ajans\u0131 (\u0130ZPA) uzman ekipleri, ekonomik krizin mevcut durumuna \u0131\u015f\u0131k tutan kapsaml\u0131 bir rapor haz\u0131rlad\u0131. Veriler, \u201cMercek \u0130zmir \u2013 \u0130yi Olma Hali: \u0130zmir\u2019de Bar\u0131nma Hakk\u0131 Politika Notu\u201d ba\u015fl\u0131\u011f\u0131yla kamuoyuna sunuldu.<br \/>Raporda; fiziksel, zihinsel ve sosyal a\u00e7\u0131dan sa\u011fl\u0131kl\u0131 bir ya\u015fam ortam\u0131 olu\u015fturmak amac\u0131yla faaliyetlerin yo\u011funla\u015ft\u0131r\u0131lmas\u0131 gerekti\u011fi vurguland\u0131. Bu kapsamda do\u011fay\u0131 g\u00f6zeten, g\u00fcvenli, dayan\u0131\u015fmac\u0131 ve birbirine ba\u011fl\u0131 topluluklar\u0131n ya\u015fad\u0131\u011f\u0131 bir \u0130zmir i\u00e7in g\u00fc\u00e7l\u00fc bir zemin haz\u0131rlanmas\u0131n\u0131n \u00f6nemine dikkat \u00e7ekildi.<\/p>\n<p><strong>\u0130yi olma halinin merkezinde bar\u0131nma var<\/strong><br \/>\u00c7al\u0131\u015fmada \u201ciyi olma hali\u201d kavram\u0131na a\u00e7\u0131kl\u0131k getirilirken; temel ihtiya\u00e7lar\u0131n kar\u015f\u0131lanabilmesi, g\u00fcvenli ve tatmin edici bir ya\u015fam s\u00fcrd\u00fcr\u00fclebilmesi ile bireylerin gerekli ekonomik, sosyal, ekolojik ve mek\u00e2nsal ko\u015fullara sahip olmas\u0131 gerekti\u011fi vurguland\u0131. Bar\u0131nman\u0131n ise iyi olma halinin en belirleyici bile\u015fenlerinden biri oldu\u011funa \u00f6zellikle dikkat \u00e7ekildi.\u00a0<br \/>Raporda bar\u0131nma, yaln\u0131zca bir konutta ya\u015famak olarak ele al\u0131nmad\u0131; konutun eri\u015filebilir, uygun fiyatl\u0131, kapsay\u0131c\u0131, dayan\u0131kl\u0131 ve nitelikli olmas\u0131n\u0131n hayati \u00f6nem ta\u015f\u0131d\u0131\u011f\u0131 belirtildi. Ayr\u0131ca konutun bulundu\u011fu \u00e7evre, sosyal donat\u0131lara ve kentsel hizmetlere eri\u015fim imk\u00e2nlar\u0131 ile \u00e7evreyle kurdu\u011fu s\u00fcrd\u00fcr\u00fclebilir ili\u015fkinin de bar\u0131nman\u0131n ayr\u0131lmaz bir par\u00e7as\u0131 oldu\u011fu ifade edildi.<br \/>Son d\u00f6nemde ya\u015fanan konut krizi ve ev sahibi-kirac\u0131 anla\u015fmazl\u0131klar\u0131na da de\u011finilen ara\u015ft\u0131rmada; konutlar\u0131n iklim ko\u015fullar\u0131na kar\u015f\u0131 yeterli izolasyona sahip olmas\u0131, sosyal i\u00e7ermeyi destekleyen bir yerel \u00e7evre sunmas\u0131 gibi pek \u00e7ok unsurun iyi olma halinin merkezinde yer ald\u0131\u011f\u0131na i\u015faret edildi.<\/p>\n<p><strong>Konut harcamalar\u0131nda \u0130zmir T\u00fcrkiye\u2019de ikinci s\u0131rada\u00a0<\/strong><br \/>Ayr\u0131ca uygun fiyatl\u0131 bar\u0131nma i\u00e7in ayr\u0131lmas\u0131 gereken kira b\u00fct\u00e7esinin hanehalk\u0131 net gelirinin y\u00fczde 30\u2019unu a\u015fmamas\u0131 gerekti\u011fi belirtildi. Bu oran\u0131n; bar\u0131nma maliyetlerinin hane b\u00fct\u00e7esi i\u00e7inde s\u00fcrd\u00fcr\u00fclebilir d\u00fczeyde kalabilmesi ve g\u0131da, sa\u011fl\u0131k, e\u011fitim ile ula\u015f\u0131m gibi di\u011fer temel ihtiya\u00e7lara yeterli pay ayr\u0131labilmesi a\u00e7\u0131s\u0131ndan uluslararas\u0131 literat\u00fcrde yayg\u0131n bi\u00e7imde kullan\u0131lan bir referans de\u011fer oldu\u011funa vurgu yap\u0131ld\u0131.<br \/>Uygun fiyat kriterinin elveri\u015fli bar\u0131nma hakk\u0131n\u0131n temel bir bile\u015feni oldu\u011funun alt\u0131 \u00e7izildi. T\u00fcrkiye \u0130statistik Kurumu (T\u00dc\u0130K) B\u00f6lgesel Sat\u0131nalma G\u00fcc\u00fc Paritesi\u2019ne g\u00f6re konut harcamalar\u0131nda en y\u00fcksek endeks de\u011ferine sahip ilk 10 b\u00f6lgeye de de\u011finildi. \u0130zmir 143,9 ile 147,3\u2019l\u00fck endekse sahip \u0130stanbul\u2019un ard\u0131ndan ikinci s\u0131rada yer ald\u0131. Ayd\u0131n, Denizli, Mu\u011fla 122,7\u2019lik endekslerle \u00fc\u00e7\u00fcnc\u00fcl\u00fc\u011f\u00fc payla\u015ft\u0131. Ankara 121,6\u2019l\u0131k endeksle listede d\u00f6rd\u00fcnc\u00fc s\u0131rada kald\u0131.<\/p>\n<p><strong>\u0130l\u00e7elerde yakla\u015f\u0131k iki kat kira art\u0131\u015f\u0131 ya\u015fand\u0131<\/strong><br \/>Raporda, bar\u0131nma giderlerinin \u0130zmir\u2019de ya\u015fam maliyetini belirleyen ba\u015fl\u0131ca unsurlardan biri h\u00e2line geldi\u011fi de ortaya konuldu.\u00a0<br \/>Raporda ayr\u0131ca, 2025 y\u0131l\u0131 itibar\u0131yla iki asgari \u00fccretle \u00e7al\u0131\u015fan yeti\u015fkinden olu\u015fan d\u00f6rt ki\u015filik bir hanenin ayl\u0131k toplam gelirinin 44 bin 208 TL oldu\u011fu bilgisine yer verildi. Bar\u0131nma hakk\u0131 kapsam\u0131nda belirlenen y\u00fczde 30\u2019luk kira kriteri \u00fczerinden yap\u0131lan de\u011ferlendirmede, kira i\u00e7in ayr\u0131labilecek azami tutar\u0131n 13 bin 262 TL oldu\u011fu ifade edildi.<br \/>Bu \u00e7er\u00e7evede \u00e7al\u0131\u015fmada, \u0130zmir\u2019in 11 merkez il\u00e7esinde 100 metrekarelik bir konutun ortalama kira bedelinin 25 bin 820 TL seviyesine ula\u015ft\u0131\u011f\u0131 belirtildi. S\u00f6z konusu veriler, merkez il\u00e7elerde bar\u0131nma giderlerinin uygun fiyatl\u0131 bar\u0131nma kriterinin yakla\u015f\u0131k iki kat\u0131na \u00e7\u0131kt\u0131\u011f\u0131n\u0131 ortaya koydu.<br \/>Metrekare baz\u0131nda kira bedelleri incelendi\u011finde G\u00fczelbah\u00e7e ve Narl\u0131dere gibi il\u00e7elerin \u00f6ne \u00e7\u0131kt\u0131\u011f\u0131 g\u00f6r\u00fcld\u00fc. Buna kar\u015f\u0131n, daha d\u00fc\u015f\u00fck gelirli hanelerin yo\u011funla\u015ft\u0131\u011f\u0131 Karaba\u011flar ve Bayrakl\u0131 gibi il\u00e7elerde dahi bar\u0131nma maliyetlerinin kira\/gelir oran\u0131 bak\u0131m\u0131ndan y\u00fczde 30\u2019luk uygun fiyatl\u0131l\u0131k s\u0131n\u0131r\u0131n\u0131 a\u015ft\u0131\u011f\u0131 tespit edildi.<\/p>\n<p><strong>Son 7 y\u0131lda ba\u015f d\u00f6nd\u00fcren art\u0131\u015f<\/strong><br \/>Raporda\u00a02018-2025\u00a0y\u0131llar\u0131 aras\u0131nda da 100 metrekarelik bir konutun kira de\u011fi\u015fim oran\u0131 \u00fczerinden analiz yap\u0131ld\u0131. Buna g\u00f6re Narl\u0131dere\u2019de 23 kat, G\u00fczelbah\u00e7e\u2019de 21 kat, Kar\u015f\u0131yaka ve Bal\u00e7ova\u2019da 20 kat kira art\u0131\u015f\u0131 ya\u015fand\u0131.\u00a0<br \/>Sonu\u00e7 olarak, 2018\u20132025 y\u0131llar\u0131 aras\u0131nda \u0130zmir\u2019de bar\u0131nma konusunun, ya\u015fam\u0131n di\u011fer temel ihtiya\u00e7lar\u0131yla olan ili\u015fkisi nedeniyle bireylerin iyi olma h\u00e2lini do\u011frudan etkileyen en kritik yap\u0131sal sorunlardan biri h\u00e2line geldi\u011fi g\u00f6r\u00fcld\u00fc. Mevcut gelir d\u00fczeylerinin, \u00f6zellikle asgari \u00fccretli ve sabit gelirli haneler a\u00e7\u0131s\u0131ndan bar\u0131nma hakk\u0131na fiilen eri\u015filmesi g\u00fc\u00e7 bir duruma d\u00f6n\u00fc\u015ft\u00fcrd\u00fc\u011f\u00fc tespit edildi.
